For me, a poem starts with a question. It could by why? It could be what happened? or where is here? The question is not plot driven, not rhetorical, but is rather addressed to time. It asks: where are you when we are elsewhere?
I think that's why photographs so often spark poems for me because a photograph offers that pause, the necessary break in the proceedings that allows for 're' collection: life is zipping by with a maniacal laugh while we're shouting: Wait a minute! Wait a minute! A poem is the time lag that gives my human self a connection to what I know of as the stillness that exists outside of time. I suppose that's what I'd call art, the place outside of the place I usually inhabit.
